The editor of an unspecified newspaper is amused to learn about the "career" of a certain pipe merchant. This elderly man earns money in an unusual way. He is popularly used by the Christian Social political party for electioneering because he can play on the emotions of the Viennese. One day, however, his electioneering is interrupted - the merchant Rosenbaum accuses him of having wrongfully seized the property of a nobleman, and there is even a court case.
